The controversy centers on two recent fatal incidents involving federal agents. Lorenzo Salgado Araujo was killed in Houston, while Joan Sebastian Durán Guerrero died in Biddeford, Maine. Both deaths occurred during routine vehicle encounters, which have emerged as a primary mechanism for agents pursuing the administration’s objective of approximately 2,000 daily apprehensions. These shootings followed earlier tragedies in Minneapolis, where two American citizens were shot and killed by federal officers in January, prompting widespread criticism of enforcement tactics.

A Policy in Flux

On Tuesday, DHS officials directed agents to substantially reduce vehicle stops until additional guidance could be issued. The directive also emphasized coordination with partner agencies when executing criminal warrants against individuals inside vehicles. However, the policy change proved remarkably short-lived. Border enforcement leader Tom Homan had barely completed a series of media appearances minimizing the importance of the pause when the order was reversed.

According to a White House source, President Donald Trump personally ordered the reinstatement of vehicle encounters. Two individuals familiar with the situation reported that the president became increasingly agitated by the suspension, particularly after influential MAGA voices argued the administration was retreating from robust immigration enforcement.

“We CANNOT give up one of I.C.E.’s most important and effective Crime Fighting tools, THE TRAFFIC STOP!” Trump declared on Truth Social on Wednesday morning. “Once we do, we are playing right into the criminal’s hands.”

He continued his message with additional instructions: “I.C.E., be judicious, fair and smart, and go back and do your very important job.”

Broader Enforcement Challenges

The brief suspension demonstrated a willingness within the federal agency to reconsider its methods, representing a notable departure from the approach taken by Mullin’s predecessor, Kristi Noem. Following the Minneapolis shootings, Noem had chosen to intensify rather than modify enforcement strategies. Within DHS, officials have expressed private concerns that the ten firearm discharges recorded in 2026 could undermine the positive public perception Mullin has worked to restore since Noem’s departure.

Despite these concerns, the legal threshold for prosecuting law enforcement officers involved in line-of-duty shootings remains substantial. No criminal charges have been brought against any immigration enforcement personnel connected to this year’s fatal vehicle stop incidents.

Former ICE acting director John Sandweg explained to CNN that agents face mounting pressure to apprehend undocumented immigrants while traveling, rather than waiting for them to reach their destinations. “It takes a little more time if you’re going to wait for the person to arrive at their destination,” Sandweg noted. “There’s just this desire to ratchet up the arrest numbers.”

Traditional home-based enforcement strategies have grown less effective as community organizer networks expand. These groups educate immigrants about their legal rights and alert them to federal agent presence in neighborhoods. “More and more people are educated that they’re not required as a matter of law to let ICE in without a judicial warrant,” Sandweg observed, distinguishing between administrative warrants signed by ICE officers and judicial warrants issued by judges.

Meanwhile, the increased reliance on vehicle encounters has not been accompanied by enhanced training for agents conducting these encounters. Sandweg emphasized that experienced law enforcement professionals consistently identify traffic stops as among the most hazardous aspects of their duties, creating risks for both suspects and officers alike.

“My goal in six months is that we’re not in the lead story every single day,” Mullin told a congressional panel in mid-March, setting a self-imposed timeline for reducing high-profile enforcement controversies.

With only two months remaining on Mullin’s deadline, the agency must navigate competing demands: maintaining aggressive enforcement while avoiding further incidents that could derail progress.
