Over the past two weeks alone, fifteen flash flood emergencies have been declared. West Virginia confronted unprecedented flooding on Tuesday evening, while Utah experienced severe conditions within areas recently scorched by wildfires. Missouri’s own 1,000-year rainfall event preceded the Texas deluge, during which campers required rescue from both cabin rooftops and tree branches.
Climate Change Drives Increasing Rainfall Intensity
According to the National Weather Service, flash flood emergencies typically represent exceptional circumstances characterized by extraordinarily heavy precipitation that poses significant threats to human life, with catastrophic damage either already underway or imminent. However, extreme rainfall events are growing increasingly frequent as global temperatures continue to rise.
An analysis released in April by the nonprofit research group Climate Central found that out of 144 US cities they examined, 90% of them saw an increase in hourly rainfall intensity between 1970 to 2025.
Among the 129 cities that demonstrated this upward trend, hourly rainfall rates have now increased by an average of 15% compared to levels recorded several decades ago, with this pattern evident across every region of the country. The primary driver behind these shifting patterns is human-caused climate change. For each degree Fahrenheit increase in temperature, atmospheric capacity for water vapor expands by 4%. Although this year’s total trails behind 2025’s 49 emergencies and 2024’s 38 warnings at this same point in the calendar, nearly half of 2026’s flood emergencies have been concentrated within July alone. Many of these events have proven particularly catastrophic.
Historically, 2024 holds the record for the most flash flood emergencies in a single year, with 93 such warnings issued. Last year’s 55 emergencies ranked as the second-highest total on record. While 2026 currently sits behind the record annual pace, should this summer of flooding persist, the numbers could converge rapidly.
West Virginia’s Upshur County experienced flooding that reached historic proportions on Tuesday afternoon and evening, following the accumulation of more than 5 inches of rain within approximately six hours. The National Weather Service designated this event as a “particularly dangerous situation.” One stream gauge within this flood zone peaked above 10.6 feet on Tuesday night, surpassing the previous record of 8.3 feet established during a devastating 1985 flood. This marked the first occasion in roughly 80 years of continuous monitoring that this particular gauge achieved major flood stage.
Additional Storm Systems Threaten Further Disruption
More flash flood emergencies may materialize before July concludes, as moisture from Tropical Storm Bertha engages with a stalled cold front positioned over the southern Mid-Atlantic and Carolinas. This interaction is expected to deliver up to a month’s worth of rainfall from Wednesday through the weekend.
Not all severe flash flooding episodes receive the “emergency” designation, yet several have still generated substantial damage and disruption. New York, for instance, experienced dramatic weather transitions on July 18, shifting rapidly from a heat wave accompanied by smoke pollution from Canadian wildfires to flash flooding caused by slow-moving thunderstorms that deposited several inches of rain within a condensed timeframe. Water inundated subway stations while vehicles became stranded across city roadways. Flash flood warnings were subsequently reissued for New York as conditions continued to evolve.
