Confrontation at Las Vegas Terminal: ICE Agents Leave Man Handcuffed After Public Challenge

Plainclothes ICE agents left man partially – Monday saw an unusual scene unfold at Harry Reid International Airport when two Immigration and Customs Enforcement officers in plain clothes departed without fully arresting a traveler, leaving him partially secured on the terminal floor. According to statements from both local police and federal authorities, onlookers stepped in to question the officers’ actions during the encounter. A video recording captured by CNN reveals a gentleman wearing a light blue polo shirt shouting while being restrained by the federal agents. His footwear had come loose during the struggle, and his travel bags were knocked aside.

Video Evidence Shows Growing Crowd Response

The footage displays the two officers involved—one female wearing a white crossbody bag, hooded sweatshirt, and face covering, alongside a male colleague in khaki trousers, matching hoodie, and backpack. They appear to be securing handcuffs around the man’s wrists when bystanders begin approaching. Several travelers pause their journey to watch, and audio from the recording captures people asking questions of the federal officers. A uniformed Transportation Security Administration employee positioned herself between the agents and the detained individual, forming an improvised boundary around the group.

“Back up, it’s law enforcement,” a TSA officer can be heard saying. “Everyone back up.”

Shortly after this intervention, the ICE officers departed without addressing either the TSA employee managing the crowd or the surrounding witnesses. Some passengers briefly trailed the departing agents, seeking clarification about their identities. Separate recordings show other travelers directing questions toward the TSA officer, wondering if action would follow regarding the situation.

Investigation Reveals No Outstanding Warrants

Las Vegas police clarified that the federal officers had attempted to detain the individual but ultimately walked away from completing the arrest. Local officers removed the handcuffs from the man’s wrist and contacted ICE after a records search revealed no pending warrants against him, according to an official agency statement. The Department of Homeland Security explained that federal officers halted the arrest to “de-escalate the situation and for officer safety” following what they described as “a crowd of anti-ICE agitators surrounded officers.”

The individual involved has been identified as Phu Nguyen, a 57-year-old Australian citizen originally from Vietnam. DHS confirmed that Nguyen was taken into custody the following day at Los Angeles International Airport. Federal officials noted that Nguyen possessed a visa valid for two years, though it had expired back in 2015.

“Nguyen refused to depart in violation of our nation’s laws. He will receive full due process and remain in ICE custody pending the outcome of his removal proceedings,” DHS said in a statement.

Agency records indicate Nguyen is currently being held at the Adelanto ICE Processing Center. CNN continues efforts to verify whether he has secured legal representation for his case.

Passenger Witnesses Share Experience

Julian Vasquez Heilig, a passenger waiting to board at the Las Vegas airport, observed the entire incident and later conversed with Nguyen while both traveled to Los Angeles. “I thought that he was going to leave on the stretcher because it looked like he had pretty significant injuries, but he didn’t leave on a stretcher,” Vasquez Heilig told CNN.

The two exchanged words while seated in the exit row as Nguyen made his way to his assigned seat. “He said he thought he was going to be OK, but my worry was that when he got off the plane, that ICE would grab him up,” Vasquez Heilig recalled.

Reflecting on the terminal confrontation, Vasquez Heilig noted that several Black women were among the first bystanders to assist Nguyen, requesting that the plainclothes ICE officers identify themselves. “If you’re a human and you see something like that happen and you’re a person of courage, you run towards the danger,” he explained, emphasizing this is precisely what occurred in the terminal on Monday.

This incident arrives during a period of intensified scrutiny regarding immigration enforcement operations. Multiple fatal encounters with federal agents throughout the current year have prompted public questions about which individuals are being targeted. President Donald Trump has stated that the nationwide federal immigration enforcement initiative seeks to remove dangerous criminals from the country.

The Clark County Department of Aviation, which operates the Las Vegas airport, acknowledged the public concern in a statement: “We work closely with our federal law enforcement partners to support the safe and secure operation of the airport.” Nevada Senator Jacky Rosen, a Democrat, voiced criticism of the ICE officers’ conduct on X, calling for transparency regarding the incident.

“Plain clothes. No uniforms. No body cameras.”
