Bend mourns as investigators seek answers after Silver Rail Elementary shooting

Earthguardiansonline.com – Classes will not resume Monday for students in the Bend, Oregon, community as families, educators and children grieve the deaths of three students and a teacher at Silver Rail Elementary School. Investigators are still working to establish what prompted a 16-year-old former student to enter the school Thursday and fire into a special needs classroom.

Teacher Megan Lambert was killed, along with 5-year-old Rhoam Summer and two other students, ages 8 and 11. The Bend Police Department has not released the names of the two older children because their families asked for privacy.

The attack ended after a teacher confronted and tackled the teenager, police said. A bystander who had seen the teen enter the building and followed him then fatally shot the gunman. Because the shooter died at the scene, the focus has shifted to reconstructing the events that led to the attack and examining whether other people could face legal consequences.

“We hold each of them and their families and their loved ones close in our hearts as we mourn together as one community,” Bend-La Pine Superintendent Steve Cook said in a video posted Sunday.

“Our responsibilities to care for one another will continue well beyond these first days.”

What investigators are examining

Authorities identified the shooter as Griffin J. John II, 16. He had previously attended special needs classes at Silver Rail Elementary, though officials have not confirmed whether he was ever assigned to the classroom targeted in the shooting.

There were four adults and five children in the room when the gunman forced his way inside, police said Monday. Detectives interviewed his parents Thursday, and a senior law enforcement official said the family cooperated with investigators. Officers also searched the family home and removed computers and other electronic devices.

Local investigators and the FBI are expected to seek access to those devices as they look for communications, searches or other digital evidence that could help explain the attack. No motive has been publicly established.

The Deschutes County District Attorney’s Office said Monday that its work remains ongoing.

“The investigation remains open and active,” the office said, adding that more information will be released when available.

The weapon and questions about firearm access

Bend Police Chief Mike Krantz said Friday that the teenager used a Maverick 88 pump-action 12-gauge shotgun. He had roughly 44 rounds of ammunition left after the shooting, Krantz said.

A senior law enforcement official said the shotgun had been purchased by the teen’s mother. Oregon law bars people younger than 18 from buying shotguns themselves. However, a minor may possess a firearm when it is transferred by a parent or guardian, or by someone acting with parental permission. State law also permits temporary possession for hunting, target practice and shooting sports.

Those provisions will likely be part of the broader review of how the weapon came into the teenager’s possession. Authorities have not announced whether the mother or any other person will be charged. The issue has drawn attention because parents have faced criminal cases after some other school shootings in the United States, including cases in Georgia and Michigan.

A school community facing immediate loss

The shooting was the 36th incident this year on K-12 school grounds in the United States, based on an analysis of several databases, including the Gun Violence Archive. For Bend, the number is secondary to the immediate devastation experienced by children, teachers and families connected to Silver Rail Elementary.

Rhoam Summer’s father, Kelik Summer, described the loss in a message shared with a local Facebook community group Thursday night.

“Today has been the worst day of my life. My son Rhoam was killed in a school shooting,” Summer wrote.

“We are broken and lost, but are surrounded by friends and family who are keeping”

The message, as provided publicly, reflected the shock and grief of a family confronting an abrupt and unimaginable loss. The district and local agencies now face the difficult task of supporting students who witnessed the violence, staff members affected by it and families across the community.

John was an enrolled member of the Confederated Tribes of Siletz Indians, the tribe confirmed Sunday. Its chief executive officer, Kurtis Barker, offered condolences to everyone affected.

“The Confederated Tribes of Siletz Indians is heartbroken by the tragic loss of life at Silver Rail Elementary School in Bend,” Barker said.

“We extend our deepest condolences to the families who lost loved ones and hold in our thoughts those who were injured, the students and staff who experienced this unimaginable tragedy, and the entire Bend community as they grieve.”

What happens next in Bend

Police said they expected to return the Silver Rail campus to the school district Monday. Students throughout the district are set to return to other schools Wednesday, while Silver Rail’s own reopening process remains shaped by the investigation and the needs of its community.

Officers will maintain a visible presence in and around school campuses for the foreseeable future, police said. That measure is intended to provide reassurance as families prepare to send children back to classrooms following a shooting that has shaken the city.

For now, the central unanswered question remains why the former student chose the school and the special needs classroom. Investigators continue to review evidence, interview witnesses and examine electronic devices in an effort to provide answers to grieving families and a community searching for a path forward.
